Conclusion The White Paper titled ‘Regional Ethnic Autonomy in Tibet' released on 23rd May 2004 by the Information Office of the State Council of the People's Republic of China has been unequivocally rejected by the Tibetans, as it fails to represent the true state of dismal conditions in Tibet and instead of looking forward to future possibilities, harps on the half century old political rhetoric of ‘Regional Ethnic Autonomy' being the ‘fundamental guarantee for Tibetan people as masters of their own affairs.' During the 69th birthday celebration of His Holiness the Dalai Lama, the Tibetan Prime Minister, Prof. Samdhong Rinpoche stated, “the White Paper contains much ultra leftist rhetoric and obviously there are a number of issues where we disagree with the views presented in it. Periodic White Papers on Tibet cannot hide the true sad state of affairs in Tibet. Instead it undermines the efforts to promote mutual confidence and trust.”

The Tibetan Parliament-in-Exile too, rejected the White Paper remarking that “the White Paper is a reflection of the trite Chinese exercise of propagating biased and mendacious statements on Tibet and is filled with lies and serious distortions of Tibet's history and its current political and social imbroglio … The White Paper has raised serious doubts in the minds of the Tibetans on the solemnity and earnestness on the part of China towards the ongoing bilateral negotiations and attempts to deceive, beguile and mislead the international community.” The Tibetan Youth Congress (TYC) dismisses the White Paper as a bundle of flagrant white lies and a reiteration of the Chinese propaganda to blatantly distort the facts of history and misrepresent the present overall pathetic conditions in Tibet. The white paper conveniently eludes to address major pressing issues of unemployment, basic human rights and civil and political rights violations, destruction of environment and the gross discontentment amongst the Tibetans against the alien communist regime. As proclaimed in the White Paper, if Tibetans were really the ‘masters of their own affairs', thousands of Tibetans won't be escaping the communist rule into exile every year. If Tibetans were the ‘masters of their own affairs' thousands of Tibetans won't be languishing in the Chinese prisons for practicing their fundamental rights of religious freedom and political expression. If Tibetans were the ‘masters of their own affairs' why does Tibet still remain shrouded with so much of secrecy and surveillance cameras strictly and constantly follow the moves of Tibetans and the tourists visiting the plateau. If Tibetans were the ‘masters of their own affairs' why hasn't China opened up its dungeons in Tibet, perhaps the last remaining in the world, to China minders and especially the UN Special Rapporteurs? If Tibetans were the ‘masters of their own affairs' the whereabouts of the 11th Panchen Lama won't still be unknown after a decade of secret confinement. If Tibetans were the ‘masters of their own affairs' why hasn't His Holiness the Dalai Lama been able to pay a visit to Tibet in 46 years of exile? If in true sense Tibetans were the ‘masters of their own affairs' China wouldn't have felt the obligation of publishing this white paper titled “Regional Ethnic Autonomy in Tibet” to reassure the world of their lies. Through this paper, TYC would like China to realize that for every lie, fabrication and wrong they commit, Tibetans shall retort them with the power of truth, force of justice and strength of reality. TYC warns China that such continued practice of attempts at misleading the world with serious distortions of the factual situation in Tibet and the history of Tibet will not only lead to the further admonition of China as a modern forward looking nation by the world but will also push China's own volatile political and human rights situation into deeper turmoil. TYC reminds China that the issue of Tibet is not just a question of H.H. The Dalai Lama returning to Tibet, neither the issue of Tibet is the practice of some non-existing regional ethnic autonomy in Tibet. The issue of Tibet is the ultimate aspirations of six million Tibetans of “Complete Independence” of Tibet ‘Cholkasum', without the realization of which the world shall be a witness to the continued unrest on the vast Tibetan plateau. And China will be responsible for the consequences, All and Any. |
